On a joyful December evening, the Passerelles Numériques (PN) community gathered to celebrate 20 years of impact, connection, and hope – two decades dedicated to empowering vulnerable youth through education and digital training. The anniversary theme, “Celebrating 20 Years of Impact and Our Bright Future,” resonated throughout the event, honoring not only PN’s achievements but also the spirit of solidarity and collective action that fuels its mission. This memorable celebration was made possible thanks to the generous sponsorship of Officience, Practicio, and Causae.

The evening opened with the graceful Canh Dieu Vietnamese dance, a performance embodying harmony and aspiration.

Following this captivating introduction, Karyn Mikkelsen-Tillet, PN’s Global Partnerships Director, took the stage as the evening’s emcee to welcome guests and set the tone for the celebration. Duc Ha Duong, President of PN, delivered inspiring opening remarks alongside Phuong Do, PN’s Executive Director. Together, they traced the organization’s remarkable journey—from its first training center 20 years ago to a network now transforming thousands of young lives across Cambodia, Vietnam, the Philippines, and Madagascar.

Karyn then introduced Isabelle Mas, Founder of Causae and PN Board Member, who led the evening’s central event — the roundtable discussion “Plus forts ensemble” (Stronger Together). The conversation invited guests to reflect on the vital role of partnerships in today’s complex global context. Beyond the festivities, it offered an opportunity for honest and thoughtful dialogue about how collaboration between foundations, companies, and NGOs continues to drive international solidarity. Participants shared both challenges and innovative solutions, showing how collective effort can spark enduring impact.

Moderated by Isabelle Mas, the discussion brought together distinguished voices including Philippe Walfard (AFD), Charlotte Raffet (AXIV-IT), Angelina Lamy (Fondation Accenture), Sarah Tirmarche (Epic Foundation), and Phuong Do (Passerelles Numériques). The panel explored how partnerships evolve and adapt during times of crisis—finding creative ways to maintain impact despite political uncertainty, reduced funding, and global economic pressures. From fair-shore digital outsourcing that values human potential to the use of artificial intelligence for inclusion, each speaker shared concrete examples of innovation serving humanity.

What stood out most throughout the conversation was a shared conviction: true resilience and innovation stem from partnerships grounded in a common purpose. By combining institutional support, entrepreneurial drive, and grassroots commitment, actors like AFD, AXIV-IT, Accenture, and Epic Foundation enable PN to continue its mission—training underprivileged youth in digital skills and opening the door to dignified, sustainable futures. The roundtable served as a powerful reminder that, even in uncertain times, we are stronger together.

After the discussion, guests enjoyed the French premiere of PN’s 20th anniversary video, retracing the organization’s history, milestones, and aspirations. Moving testimonials from founders, staff, and students captured what words alone could not—the passion, perseverance, and purpose behind every PN success story.

The program continued with a special presentation featuring PN’s four Country Directors:

• Lanto Rakotoandriana, PN Madagascar

Each shared heartfelt insights about their teams’ achievements and the unwavering determination of PN’s students. Their stories reflected the local realities and global vision that make PN’s approach unique.

To close the formal segment, PN’s founders, former presidents, and Country Directors came to the stage for a warm moment of gratitude and recognition. Gifts were exchanged, applause filled the room, and a heartfelt call to continue supporting PN’s mission united everyone present.

The grand finale came with a dazzling Apsara Cambodian dance performed by the ACK Cambodian Dance group, marking the joyful beginning of the dinner cocktail. As guests mingled, shared memories, and envisioned the road ahead, the evening’s energy remained vibrant—a celebration not only of PN’s past but of the shared journey toward a brighter, more inclusive future.

Twenty years on, Passerelles Numériques stands as a living testament to the power of education, solidarity, and hope. And as the celebration reminded all who attended, the mission continues — together, hand in hand, for the next generation.

In 2025, Passerelles Numériques (PN) launched a major initiative with Batik International to mainstream gender equality across its four centers in Cambodia, Vietnam, the Philippines, and Madagascar. Gender equality has always been central to PN’s mission. Recognizing the importance of engaging our partners (academic institutions, IT and digital company partners) and fully equipping our staff as ambassadors, this year’s project began with a comprehensive gender diagnostic for each center and targeted training for local teams. This approach establishes a solid foundation for sustained, structural change. 

A four-country gender diagnosis: understanding practices and gaps

PN and BATIK appointed two focal points per center to serve as gender referents. Together with Batik International, they carried out an in-depth self-assessment using data collection grids, collaborative analysis workshops, and integration webinars. Over the months, teams shifted from uncertainty to active engagement, gradually building confidence in discussing sensitive issues like intersectionality and gender-based violence.

Key implemented activities across centers : 

Cambodia (PNC): Provision of menstrual products, responsible partner selection with the 50% girls quota and exposure to female role models during company visits, testimonies.

Vietnam (PNV): Intersectional recruitment reaching ethnic minority schools during the selection process, strong staff training on gender issues and an active alumni network.

Philippines (PNPh): Gender-responsive budgeting activities, strong focus on mental health and psychological safety.

Madagascar (PNM): Early gender parity in recruitment both for students and staff, supporting students in reflecting on family roles and raising families’ awareness of evolving family dynamics, and focus on female role models.

Across all centers, gender data collection was already systematic, but the next step is to strengthen analysis and use findings to update policies, training content and support mechanisms. An area for improvement was identified by BATIK : involving students in the diagnostic process would help ensure their perspectives are better reflected in future evaluations.

Overall, the diagnosis revealed increasing ownership of gender issues and set clear recommendations: reinforce gender referents, build an internal gender toolkit, deepen intersectional understanding, and use informal spaces (clubs, student life) to further integrate gender awareness.

Gender awareness training: strengthening core capacities for staff and partners

PN Cambodia hosted a two-day gender awareness training for staff and 15–20 partners, led by Batik International. Using participatory methods, such as Privilege Walk, and story-based Gender Based Violence cases, the sessions helped participants understand how gender is socially constructed, how inequalities intersect and how violence manifests in multiple forms (physical, psychological, economic, sexual). 

Participants reported learning new concepts, especially economic violence, intersectionality, and differentiating stereotypes from discrimination. Based on an external evaluation, all expressed motivation to reuse the tools with colleagues and students, confirming a shift from awareness to practical engagement.

Roundtable: Women leading Cambodia’s future in business and tech

Beyond the training activities, PN also organized a roundtable “Connect and Co-Create: Women Leading Cambodia’s Future in Business and Tech” in Cambodia, gathering 68 participants, including 25 students, mainly female students, and four high-level female leaders from tech and business sectors. Although not all of them are Cambodian, they each represent key dimensions of Cambodia’s evolving digital and ICT landscape. Their presence offered valuable insights into the realities of the Cambodian labor market in IT, technology, and digital innovation.

The discussion, moderated by Alice Longuet, head of programs and partnerships at Batik International, featured four prominent women : 

• Adrienne Ravez-Men (Senior Advisor in AI, blockchain and Web3, co-founder of Global Innovation and Change), 
• Sopheap Im (Chief People Officer at Digital Divide Data for Cambodia).
• Oumuoy Heang (PNC Alumni and CEO of Asia Digital Technology Innovation), 
• Julie Keo (Head of Cambodia EU desk at DFDL and Vice-chair of Eurocham Cambodia), 
  

Speakers stressed that advancing gender equality in digital and business sectors requires both individual empowerment and systemic change. Leadership training, clear safety protocols, and anti-harassment measures were highlighted as essential, alongside creating spaces where women’s voices are truly valued.

Key themes included the importance of data for credible strategies, persistent stereotypes in tech, the slow progress of female leadership, and the need for corporate responsibility through measurable diversity actions and male alliance and support. Work-life balance was also discussed, emphasizing the cultural shift needed to share domestic and professional responsibilities equally. The panel put forward several concrete solutions, including mentorship opportunities, inclusive HR policies, the increased visibility of female role models, and flexible, diversity-driven corporate practices. Overall, the roundtable emphasized that genuine digital inclusion goes far beyond access alone: it requires creating an environment grounded in equality, safety, and empowerment, one that enables a new generation of confident female leaders to emerge and thrive.

Looking ahead

With a solid diagnostic foundation, increased staff awareness, and the momentum generated through open dialogue, PN is now entering a new phase of its gender equality initiative. The next steps involve deepening student engagement via club and curriculum enhancement, reinforcing coordination among gender focal points and transforming key insights into concrete policies and practical tools.

One message emerged throughout these efforts: true digital inclusion requires environments where equality, safety and representation are the NORM, not the exception.

Passerelles Numériques marked its 20th anniversary with a vibrant celebration in Phnom Penh, bringing together partners, alumni, and staff from its centers across Cambodia, Vietnam, the Philippines, and Madagascar. The event highlighted two decades of growth, innovation in digital education, and youth empowerment. 

Several members of PN’s Board of Directors were present to celebrate the milestone, including Duc Ha Duong, President of PN; Camille Vincent, Secretary; Benoit Genuini, former President (2006–2019);  Philippe Gaston, Treasurer, and Pascal Lambert, Board member based in Singapore, emphasizing the event’s significance for the global network.

Global Impact

Over the past 20 years, PN has graduated over 3,000 students, lifted 12,000 people out of poverty, and achieved an impressive 92% employment rate within two months of graduation. 

Hybunna Hang, Country Director of PN Cambodia (PNC), welcomed guests with a reflection on the local impact: “For 20 years, PNC has empowered disadvantaged youth by providing access to education, digital skills, and confidence to reach their full potential.”

From its start with just 25 students, PNC has now graduated 1768 students and impacted nearly 7000 lives, offering not only IT training but also holistic support including soft skills development, housing, healthcare, and professional guidance. 

Alumni Spotlight: Omuoy Heang

Omuoy Heang, PNC alumna and CEO of ADITI, delivered an inspiring speech illustrating the transformative power of PN’s education. She shared how PN gave her confidence, purpose, and opportunity, enabling her to build a global career in technology, entrepreneurship, and STEM education. Through initiatives like ADITI Academy, Technovation, and Tech for Kids Academy, she has empowered thousands of youth across Asia. Omuoy thanked the founders, staff, donors, and partners for building “not just a school, but a movement of hope and empowerment.”

Government Support and Recognition

H.E. Dr. Chuon Chivin, Secretary of State at the Ministry of Education, Youth and Sport, praised PNC’s regional vision and impact:
“Through its scholarship program, PNC has provided opportunities for marginalized and vulnerable youth from all 25 provinces to access quality digital education and secure stable employment after graduation. They also reflect Cambodia’s continued recovery and progress toward sustainable peace and prosperity.”

Building Digital Bridges Across Southeast Asia

M. David Nhem of the Skill Development Fund highlighted PN’s transformative approach:
“The name ‘Passerelles Numériques’ means ‘Digital Bridges.’ And for 20 years, you have been master architects. You haven’t just built a single bridge. You have constructed a vast network of them: A bridge from potential to proficiency; A bridge from challenge to opportunity; And a bridge connecting Cambodia’s vibrant ambition to the global digital economy.”
He emphasized the triple impact of PN’s programs: transforming students’ lives, supplying industry with skilled professionals, and cultivating leaders who contribute to national development.

A Celebration of Community and Culture

The anniversary ceremony featured traditional dances and music, speeches from alumni and partners, and the premiere of the special video “20 Years of Impact”. Guests celebrated the collective achievements of PN and its country centers, showcasing how local initiatives like PNC contribute to a shared regional mission.

Looking Forward

As PN continues to expand across Southeast Asia and Africa, its focus remains on equipping youth with digital skills, promoting employability, and building sustainable partnerships. PNC center serves as a living example of PN’s philosophy: invest in potential, transform lives, and strengthen communities.

A Nine-Year Strategic Plan

The anniversary is also an opportunity to announce a major turning point. PN has embarked on an ambitious nine-year strategic plan designed to strengthen its adaptability and ensure its sustainability.

• PN Global, the executive and operational team, will guide this transformation by setting strategic direction, harmonizing processes with international standards, and strengthening the capacities of the centers.

• The PN centers will evolve towards greater autonomy: local association status, reinforced governance, expanded networks, and direct project management.

The goal: to make PN even more agile, efficient, and close to local realities, while maintaining the quality standards that have built its reputation.

Celebrating Together

To mark this milestone, we launched a logo design contest for our students… and we have a winner: Sơn, 19, a first-year student at PNV, designed a logo in the shape of a boat — symbolizing a journey guided by dedicated mentors.

A huge congratulations to Sơn for this beautiful creation filled with gratitude and hope, which perfectly reflects our mission: opening up bright opportunities through a transformative learning journey.

From its beginnings in Phnom Penh to its international reach, PN has proven that with a clear mission and unwavering commitment, it is possible to sustainably transform lives.

In 2025, the organization celebrates its past achievements while uniting around an ambitious vision for the years ahead.

Running over a three-year period, the project has already enabled 147 new students to join Passerelles Numériques’ training programs in Cambodia and the Philippines. In total, 745 students will benefit from digital training, socio-educational support, and guidance towards professional integration in both countries.

During this first year, a new initiative to mainstream gender equality within Passerelles Numériques’ centers was launched, in partnership with the French organization Batik. Gender focal points were appointed in each country to lead the project locally. A self-assessment was conducted to evaluate how gender-related aspects are integrated into each center. Training sessions and awareness-raising activities for staff, students, and partners will be held to foster greater inclusion of girls in the digital field.

This October, a regional workshop will be held in Cambodia, bringing together teams from all four Passerelles Numériques countries. It will be a valuable opportunity to meet, reconnect, and reflect on the key challenges facing the organization today and in the future.

One Day at PN, A Lifetime of Impact – A day in the life of a student

Since 2005, over 12,000 lives, students and their families, have been transformed. Today, we count more than 3,000 graduates.

But transformation doesn’t only happen in the long term. It happens every single day  in classrooms, during extra curricular activities, lunch breaks, and study sessions. Behind every diploma is a daily life full of challenges, dreams, and determination.
