Passerelles Numériques (PN) is a French non-profit organization, created in 2005, operating in Cambodia, Vietnam, Madagascar, and the Philippines. We unlock the potential of underprivileged youths by empowering them with innovative IT education.
Our People
PN could not accomplish its mission without the commitment of its dedicated staff worldwide. Among them, 85% make up our local teams and nearly 60% of management positions in PN are held by women.

PN is registered as a non-profit association in France with a board to govern PN Global. In each country where we work, PN is registered as an international non-governmental organization.
PN has a local association in Madagascar and the Philippines. In Madagascar, there is a local board to govern as well as in the Philippines. In 2024, there will be local associations in Cambodia and Vietnam. Learn more about our governance model.
It’s true that there are many needs locally and globally and many of your already support worthy causes. For PN and our supporters, we see the direct impact of our programs.
With a large population of youth with no access to education and a great need for a competent digital workforce, we can provide a solution that not only ends poverty for youth and their communities but also responds to a global demand for tech workers.
PN is an apolitical and non-denominational organization. PN partners with local associations and organizations where we work with the goal of sustainable development.
Current governments where we work are working on priorities such as establishing a democracy and stopping corruption. Continuing education, especially in the digital sector, remains a priority where we operate. This is where working with local institutions and community organizations helps to advance our mission.
Our programs are not cut and paste. PN adapts to the specific socio-economic needs of each region.
In Southeast Asia, our programs are 2-3 years in length and graduates received a recognized diploma.
In Madagascar, our program is a 1-year preparatory program to help disadvantaged youth gain the skills to enter higher education in the digital sector. We then provide socio-educational support to these youth while they continue their studies at partner universities and obtain a diploma.
While digital technologies offer new opportunities for sustainable employability, these often remain out of reach for many women.
For the 14% of Cambodians who graduate with a bachelor’s degree, 27.8% of students go on to study STEM (Science, Technology, Engineering and Mathematics), compared with just 14.6% of female students (World Bank, 2023). In the Philippines, only 36% of STEM graduates are women.
A recent study by Linkedin shows that the Philippines is the Asia-Pacific country with the highest gender gap in STEM professions. 70.7% of the country’s managerial positions are still held by men, and 16.5% of women aged 20 to 24 have been married or in some kind of union since before they were 18.
In Cambodia, 53% of women have jobs considered precarious, compared with 41% of men (World Bank 2021), which deprives them of many social benefits and legal protections and makes them more vulnerable to the risk of automation. Social norms and beliefs that restrict what women can do and be, and give more value and power to men, are still pervasive (United Nations, 2022).
PN programs are holistic and adapted to a vulnerable population. PN provides lodging, food, health care and additional support when required.
This holistic approach and the length of our program are key to our low drop-out rate (less than 3% in Southeast Asia) and our high success rate in new graduates finding quality jobs.
PN also employs a rigorous selection process where we choose the most motivated youth.
In 2005, PN was created through a partnership with the Enfants de Mekong (EDM), an organization that supports children until 18 years, and Accenture. They saw a need to create a program with a sustainable solution to end poverty for these young adults, after being supported by EDM.
After a market study, there was a solution in creating an IT education program to upskill these youth to become IT workers which satisfied a local & global need for qualified IT workers in Cambodia.
The same approach applied to the Philippines, Vietnam and Madagascar – a large percentage of youth with no access to higher education and a great need for a qualified digital workforce.
Surveys and testimonials are used to measure the success and impacts of our programs. Each year PN centers conduct Alumni Impact Surveys, Student Self-Assessment Surveys, and Company Internship Surveys.
PN measures its community impact by assessing the resources of students’ families prior to joining PN and after the student graduates.
