PN’s second center
Launched in 2009 in Cebu, Passerelles Numériques Philippines (PNPh), provides a 2.5-year IT training program based on a holistic educational approach including technical skills and professional development (soft skills). While at PNPh, the basic needs of our students (housing, food, medical care and wellbeing) are covered. PNPh is registered as a local association : Passerelles Numériques Philippines Foundation Inc.
Country context
The Philippines has a high unemployment rate (5.1%). Young people aged 15 to 24 make up 44.6% of the unemployed. The income gap remains one of the largest in the world and 30% of the population lives on less than $3 per day.
In the Visayas region where PN operates, frequent natural disasters contribute to economic insecurity. Our students come from the Visayas and Mindanao, which are amongst the most remote and poorest regions of the Philippines.
Access to quality higher education is undermined by the high cost and low quality of vocational training programs.

Our Training Program
Passerelles Numériques has implemented an innovative and comprehensive training
program in each of its centers, focused on long-term employability.
An Associate Degree in Computer Technology
Passerelles Numériques in the Philippines (PNPh) offers a 2.5-year full time training in IT with a major in Software Development, meeting the needs of local companies in the IT industry, for underprivileged Filipinos youths.
PNPh is partnering with the University of San José-Recoletos (USJR), one of the oldest and best universities in the country.
PNPh is registered as a Filipino NGO by the government as well as a SEC-registered, Philippine Council for NGO certified (PCNC) and a Department of Social Welfare and Development (DSWD) accredited organization operating in Cebu City. At the end of the training, students receive an Associate Degree in Computer Technology with a major in Software Development delivered by USJR, as well as a Passerelles Numériques certificate.
Throughout their training, students benefit from a comprehensive professional and technical skills training, and strong support for their professional integration. They also participate in extra-curricular and personal development activities.
Students benefit from a comprehensive training aimed at developing a strong technical base that meets market needs. This includes technical skills such as programming in several languages, algorithms, website design as well as English courses, an essential language these days for a career in the digital sector.
The PNPh program integrates a project-based learning approach and supports teachers to adopt engaging and interactive teaching methods. Our educational strategy integrates the 21st-century skills of critical thinking, creativity, collaboration, and communication. These skills are essential for students to succeed in school and the workplace.

Beyond technical and professional skills, the PN program integrates extracurricular activities focused on the personal development of students, such as sports, music and a variety of student clubs (Literature, Visual Art, Tech, Eco-club.. etc). PNPh also includes a mentoring program for students.
The dormitories are located in the vicinity of the campus of the USJR (University of San-Jose Recoletos – our academic partner), about 15 minutes away by bus. Students are able to focus on their education as their accommodation, food, training and ongoing support throughout their journey are covered in our training center. Health costs are covered by PNPh.
Warm meals are served 3 times a day in the training center (same building as the dorms), and an allowance is allocated to students for their additional expenses. In addition, a team of educators provides socio-educational support for the young people throughout their training.
Students benefit from comprehensive professional support that goes beyond acquiring key skills for entering the job market, such as business behavioral skills, public speaking, autonomy and teamwork.
This support includes visits to partner companies, mock interviews, CV writing workshops and assistance in finding end-of-studies internships. The objective is to prepare students to become independent and to thrive in the workplace and beyond. Our training focuses on employability and is continually updated to meet market needs. It is designed to be practical, targeted and certified.
Lastly, the program includes a 10-month full-time internship at the end of the program from February to December (1440 hours), allowing students to put their acquired knowledge into practice, consolidate their skills and gain professional experience.

Our Selection Process
Every year, from September to May, the Passerelles Numériques Philippines selection team conducts a fair and rigorous 4-step selection process across 8 provinces. Closely working with partner high schools and NGOs, the objective is to select 70 young talents from disadvantaged backgrounds who are motivated to join PNPh. At least 50% of them are young women. Since 2023, the selection team extended its reach to the Mindanao area (Misamis Oriental, Bukidnon), which has the highest levels of poverty in the Philippines, with a wish to expand in the coming years.
Our Areas of Operation
Each year, our selection process targets the most underserved areas across Philippines—those that are remote, difficult to access, and where educational and employment opportunities are scarce.
PNPh through the years
Passerelles Numériques Philippines is the second center opened by PN.
Starting with a class of 24 students in 2009, it now welcomes 70 new students each year.

PN Philippines celebrated its 10th anniversary.
PN is partnering with the University of San Jose-Recoletos (USJR), one of the oldest and most prestigious universities in the Philippines. PNPh also moved to a new center located in the center of Cebu City (Barangay Luz).
PN Philippines celebrated its 15th anniversary. 2024 French Development Agency partnership “BRIDGES Project” The project aims to reduce poverty by facilitating access, for vulnerable youths in Cambodia and the Philippines, to vocational training and skilled employment in the digital sector, while promoting the engagement of key stakeholders on gender issues.

Working in the Selection field for the past years gave me a glimpse of the struggles of underprivileged youth to obtain a quality education.
PN is the gateway for these youth to access education, and eventually gain sustainable employment. Working with underprivileged youth for the past 11 years has been challenging, fulfilling, and at the same time a privilege. It is a privilege to witness the students win their struggle, learn and grow, and ultimately, succeed in life.
Wherever I go, I will always take pride that I am part of an organization that changes the lives of the Filipino youth, for the better!
As a PNPh student, my aspirations are vast. With the learnings I gained here in PNPh center and in school, diving into public speaking, programming classes, and even enhancing our technical skills, it’s challenging for me, yet I actually enjoy it at the same time.
At the center, I learned especially how to adjust and understand the needs of others, not to be selfish. I also learned how to socialize with people from different backgrounds and cultures. For example, I learned new words from various languages.
I am happy to have experienced these things, and I am hopeful and positive that I am now taking the first step toward achieving my dreams in life. Thank you, PNPh, for this once in a lifetime opportunity!
My career began as a Quality Assurance Engineer, evolving into a Project Manager, and eventually leading to co-founding a regulatory tech company in Singapore.
Each role has offered invaluable lessons shaping my leadership and decision-making. As a Quality Assurance Engineer, I honed my attention to detail and understood system reliability and user experience. Transitioning to a Project Manager role, I learned the importance of communication, strategic planning, and risk management. This journey was made possible by PN, who provided my college education and opened doors for my professional growth. As I reflect, I feel grateful for my past experiences and excited for future challenges. I remain thankful to PN for their support and look forward to contributing to their mission!”
